The strategy and government structure of Doha city is criticized despite the high development rate \cite{Salama_2016} . Like every other emerging city, Doha is also interested in developing its economic profits. The literature stresses upon how the city must focus on its structure and segregation of its urban areas \cite{Salama_2016}. The city development channel is based on its star architects and iconic projects to help define it as a brand. The sustainable development of the city would only be possible through the enhancement of its urban areas. Currently , Doha's urban unit structure is not appropriately developed. Within this research, the neighborhood level is explained using the urban unit. Doha would be used as an example to present the current fragmented development . given that Doha urban-ism is rapidly advancing and not appropriately assessed .
In Qatar, the administrative urban planning hierarchy is currently lacking a clear scheme that would consider the neighborhood development as a unit within the city planning complex system . The present neighborhood design is fragmented between a conventional land-use planning by Ministry of Municipality and urban planning fig 5(MMUP) and the infrastructure street network implemented by public work authority (ASHGHAL) .
